Timeline of the Australian Government Digital ID System (AGDIS) Rollout

From speeding up tax returns and accessing healthcare services to simplifying home loan approvals and verifying identity for online purchases, Australia’s digital ID transformation is set to revolutionise how citizens engage with both the public and private sectors. Delivering significant benefits to individuals and businesses alike, the system aims to reduce bureaucratic hurdles and step up on personal data security by eliminating the constant need to produce copies of sensitive documents when verifying your identity. 

Building upon the foundation laid by myGovID, the Australian Government Digital ID System (AGDIS) will be rolled out in four proposed phases over the next 2-3 years — let's take a look at what each phase entails and when Australians can start to take advantage of the full benefits of the improved digital ID system.

Phase 1: Strengthening the Foundations and Increasing myGovID Adoption

The first phase, expected to be completed by the end of 2024, focuses on solidifying the core infrastructure and increasing the adoption of the myGovID system. This includes enhancing the security and resilience of the platform, improving the user experience, and addressing any existing challenges or pain points. The goal is to ensure that myGovID becomes the go-to digital identity solution for a growing number of Australians when accessing government services online. This phase is already well in motion with the introduction of the Digital ID Act 2024 that was passed in May of this year, however many of the finer details still need to be ironed out and are still under discussion.

Key objectives:

  • Enhanced Security: Strengthens the myGovID platform to ensure the highest level of security for user data.

  • Improved User Experience: Streamlines the myGovID user interface and functionalities, making it easier and more efficient for Australians to navigate.

  • Expanded Service Accessibility: Increases the number of government services accessible through myGovID, creating a one-stop shop for online government interactions.

  • Robust Data Protection: Implements stringent data protection measures to ensure user information is handled responsibly, in line with the Office of the Australian Information Commissioner (OAIC) guidelines.

  • Public Awareness Campaigns: Educates Australians about the benefits and security features of myGovID, addressing potential hesitations and promoting widespread adoption.

Phase 2: Enabling State/Territory Digital IDs to be Used in Commonwealth Services

Within 2 years of the system's commencement, the AGDIS will be expanded to allow the use of state and territory-issued digital IDs in Commonwealth government services. The expected timeline for this phase is late 2026. This integration will provide Australians with greater flexibility and convenience, as they will be able to use their existing state or territory digital identity to access a wider range of federal government services.

Key objectives:

  • State/Territory Integration: Enables Australians to use their existing state or territory digital IDs for accessing Commonwealth government services, eliminating the need for multiple identities. 

  • Standardised Protocols: Develops common standards and protocols for all state and territory digital IDs, ensuring seamless interoperability with the AGDIS.

  • Secure Data Sharing: Establishes secure mechanisms for data sharing between jurisdictions, while upholding user privacy.

Phase 3: Allowing myGovID to be Used in Private Sector Services

The third phase, also expected to be implemented within 2 years of the system's commencement (late 2026), will involve enabling the use of myGovID in private sector services. By allowing Australians to utilise their trusted myGovID credentials to access a growing number of private sector platforms and services, this phase will increase the utility and adoption of the digital identity system.

Key objectives:

  • Accreditation Process: Establishes clear criteria for private sector organisations to become accredited as digital identity service providers, ensuring they meet rigorous security and privacy standards. 

  • Consumer Protection: Implements safeguards to protect consumer rights and privacy when using digital identities with private sector services.

  • Incentive Programs: Encourages businesses to adopt myGovID as a trusted identity verification method, potentially through tax breaks or other incentives.

Phase 4: Enabling Accredited Private Sector Digital IDs to be Used in Government Services

The final phase will focus on the integration of accredited private sector digital identity solutions into the AGDIS ecosystem. This will allow Australians to use their verified private sector digital IDs, such as those issued by trusted financial institutions or other approved providers, to access government services. This phase aims to create a more diverse and interoperable digital identity landscape, providing Australians with greater choice and flexibility in how they interact with the government.

Key objectives:

  • Private Sector Digital IDs: Expands the pool of accredited private sector digital ID providers to solutions like Verifime, giving Australians more options for verifying their identity.

  • Seamless Integration: Ensures seamless integration of private sector digital IDs with government systems for a smooth user experience.

  • Risk Management: Implements robust risk assessment and mitigation strategies to protect against fraud and identity theft.

The integration of accredited private sector solutions like VerifiMe will give consumers more choice and control in how they manage and share their digital identities. VerifiMe offers a user-centric approach that empowers individuals to securely store and selectively disclose their personal information, providing a convenient and trusted way to verify their identity across a range of online services. For businesses, digital IDs like those provided through VerifiMe, can streamline onboarding, reduce fraud risks, and enhance the overall customer experience, unlocking new opportunities for growth and innovation.

The expansion of the AGDIS will be governed by the Digital ID Act 2024, which establishes the accreditation scheme, additional privacy safeguards, and the regulatory framework. The Digital ID Rules and Accreditation Rules, developed through public consultation, will provide the detailed requirements and conditions for participation in the system.

Through this strategic four-phase rollout, the Australian Government is establishing the AGDIS as a world-class digital identity system that will drive the country's digital transformation. By the end of the rollout, Australians will have access to a secure, flexible, and interoperable digital identity ecosystem, built upon the trusted myGovID platform and expanded to integrate accredited IDs from state/territory governments as well as the private sector.
